27 Mar. Prime Minister of Latvia Aigars Kalvitis and Prime minister of Russia Mikhail Fradkov finally signed a border treaty between Latvia and Russia.

31 Mar. Sydney, Australia, turned off its lights for 1 hour between 7:30pm and 8:30pm as a political statement for Global Climate Change.
